NMWE statement on today’s European Parliament vote on the PPWR: Major advancements made, but some backtracking

Natural Mineral Waters Europe commends the efforts of rapporteur Frédérique Ries and all MEPs on reaching agreement on the Packaging and Packaging Waste Regulation proposal today in the European Parliament plenary.

In particular, we welcome the advancements made towards packaging circularity for beverages, including the introduction of a first definition of high-quality recycling, and the inclusion of the principle of priority access to their recycled material for sectors investing in building closed loop recycling models.

Also positive is the introduction of the principle of complementarity between reuse and recycling, which thereby recognises and preserves the investments and achievements of the value chain in separate collection and recycling.

We regret, however, that the conditions for exemption from mandatory deposit and return systems (DRS) have been diluted.

Patricia Fosselard, secretary general of NMWE, states: “We are encouraged by the significant and constructive advancements MEPs introduced to the proposal. We continue to voice our support for mandatory Deposit and Return Systems, with exemptions subject to stringent requirements. DRS have been shown to be the most effective way to reach high rates of collection for recycling, so it is important that they remain a key part of the proposal if we are to achieve a high level of circularity.”

We look forward to continuing to contribute constructively with policymakers on this critical item of legislation for increased resource efficiency in the EU.
